DSA Cheeting numbers!!

DSA say's

Some of the key achievements include:

"delivering around 1.6m practical car driving tests and 1.6m theory tests"

If a learner fails 3 theroy tests, and passes his driving test first time, how doe's the figures add up?

It's called the law of averages.

Both the theory and practical test pass rate is around 50%
